To access public healthcare in Torrevieja, you must provide evidence of your entitlement to coverage and apply for registration or reactivation in the SIP through the Generalitat Valenciana.
Your first step is to distinguish between recognition of your entitlement to healthcare and your registration in the Valencian system: these are different administrative processes, even if both are checked during the same application procedure.
If you already have a SIP number, check your coverage category.
Having this number does not guarantee that all your healthcare is publicly funded.
Healthcare entitlement and SIP registration

What do you need to prove your entitlement to healthcare?
You must provide, or allow access to, the evidence appropriate to your circumstances.
Your address and your healthcare coverage are checked separately.
When to check or apply for recognition through the INSS
If your coverage comes under the Spanish social security system, check your entitlement and obtain the document confirming it.
This check is for information only and does not, in itself, establish any entitlement.
If your entitlement has not been recognised, apply to the National Social Security Institute (INSS) for registration as the entitlement holder or for the inclusion of beneficiaries, as appropriate.
You will receive a decision; if your circumstances qualify you for another access route, follow that route’s specific procedure.
What the municipal population register proves and what it does not guarantee
Registration on the municipal population register, or padrón, provides evidence of your administrative address for arranging your healthcare registration and allocation.
Municipal registration alone does not grant you coverage.
If you normally live in a Valencian municipality, your municipal registration is checked during the procedure.
If you decline the electronic check, provide the certificate to the health centre; if you are not registered, ask which route applies to your circumstances.
How do you apply for SIP registration or reactivation?
Apply for registration or reactivation through the Generalitat’s procedure, either in person or electronically.
This process adds or updates your details and the category under which your healthcare entitlement is documented.
Which documents to provide according to your coverage
If you are registered with the social security system and have coverage, attend with your DNI or NIE.
Also bring the INSS document confirming your entitlement and a recent municipal registration certificate to facilitate the checks.
If you access healthcare under another category, provide the specific documentation proving it.
If you already have a SIP number, provide it so that your existing record can be checked.
In-person and electronic applications without fees
You can complete the procedure without fees at the health centre serving your address.
You do not need a digital certificate or Cl@ve for this in-person service.
If you choose the Generalitat’s electronic office, use an accepted identification system.
After submitting your electronic application, go to the relevant centre to collect your card or inclusion document; a virtual card is also available through GVA+Salut.
What changes if you come from another autonomous community or another country?
You must distinguish between a temporary stay and a change of residence, because each situation requires different evidence.
Your nationality alone does not determine your coverage.
Temporary stays from another autonomous community
If you remain resident in another autonomous community, present your identity document and your healthcare card from that community at the health centre.
You will receive a temporary inclusion document.
Explain that you are staying temporarily so that your circumstances are recorded correctly.
If you settle there as your usual place of residence, apply for the relevant update to reflect your new residence.
Temporary stays with a European Health Insurance Card
If you have a valid European Health Insurance Card (EHIC), present it together with your identification to obtain temporary inclusion.
You can also provide a Provisional Replacement Certificate.
This gives you access to medically necessary public healthcare during your stay, under the conditions applicable to people insured in Spain.
It does not guarantee completely free care, nor does it cover private healthcare, repatriation or travel for the purpose of receiving treatment.
Moving your residence and registering an S1 form
If you move your residence and another competent state recognises your entitlement to exportable coverage through an S1, register that form with the Spanish social security system.
Then arrange your registration in the SIP.
Request the S1 from the competent institution in the country responsible for your coverage.
Use the EHIC for temporary stays, in accordance with its purpose.
Other access routes and healthcare in Torrevieja

What route is available to foreign nationals without legal residence?
If you are a foreign national without legal residence, apply for recognition through the route regulated by Royal Decree 180/2026 .
You must demonstrate that you meet its requirements, including your position regarding other coverage and third parties liable for payment.
Requirements and alternatives to the municipal registration slip
Provide your identification, the declaration on your own responsibility and evidence of habitual residence.
If you do not have a municipal registration slip, you can use the alternatives provided for in the legislation, such as certain bills in your name or a certificate of visits from social services.
Depending on your circumstances, you will need to provide a certificate confirming that you cannot export coverage from the competent country.
Do not interpret the length of time you have been on the municipal register as a universal requirement.
Provisional document and decision on recognition
When you submit your application, you receive a provisional document allowing you to access publicly funded healthcare while a decision is pending.
From your first healthcare contact, you must be helped to begin the process of documenting your entitlement.
The maximum time limit for a decision is three months.
If your entitlement is recognised, your supporting document has no expiry date under these regulations, until you acquire entitlement through another route.
Which health centre should you attend?
Go to the centre serving your address and confirm your allocation there.
Keep your address up to date to avoid administrative problems.
Allocation by address and health centres in Torrevieja
Torrevieja has centres such as La Loma, El Acequión, La Mata, Patricio Pérez and San Luis.
Confirm which one serves you before requesting routine care.
Provide your full address and your SIP number, if you have one.
If you have just moved, ask for both details in your record to be checked.
When to ask healthcare social workers for help
Request help from healthcare social workers if you have no coverage or are in a vulnerable situation.
You can also ask for guidance if you have difficulty proving your residence.
Explain which documents you have and which administrative process you need to complete.
This will help you receive support in identifying the appropriate route and preparing your application.
What should you do in a medical emergency?
Call 112 in a medical emergency and follow their instructions without delaying care because of administrative formalities.
Give your exact location and explain what is happening.
If you are instructed to go to hospital, there is an Emergency Department at Hospital Universitario de Torrevieja, on the CV-95 road, s/n (no street number), 03186 Torrevieja.
Take your identification and healthcare documents if they are to hand.
Emergency treatment and determining who pays for it are separate matters.
Deal with the administrative evidence of entitlement after the emergency has been attended to, following the healthcare service’s instructions.
