Torrevieja Local Police issued €200 fines to people buying from unlicensed street sellers during July and August 2026, mainly on the Juan Aparicio promenade.
Información reported the enforcement on 22 October.
The newspaper puts the number of fines at no more than ten.
Sources cited by Información say some had already been issued since 2022. Some proceedings have concluded with a €200 penalty collected.
Purchases recorded in the case files
A report filed on 9 July records the seizure of a white Spain national team shirt, size XL, bought from an unauthorised street seller.
On 5 August, officers seized a cap from a woman near Burger King on Juan Aparicio.
The following day, they confiscated two packs of boxer shorts on the same promenade.
In those two cases, the proposed penalty is €200, with provision for a 40% reduction that would bring payment to €120.
Another intervention lists trainers, underwear and a pair of trousers.
On 10 August, officers seized a football shirt, Nike trousers described as supposedly counterfeit, and three items of men’s underwear.
Proving the transaction
The municipal ordinance has been in force since February 2022. Article 28.3 explicitly prohibits buying or acquiring food, beverages and other products in public spaces from unauthorised street vending.
The conduct is classified as a minor offence and does not depend on whether the product is counterfeit.
To impose a penalty, the Local Police must establish that the transaction took place, which in practice requires witnessing it and being able to prove it.
The practical difficulty is that sellers quickly leave when police approach.
The municipal department responsible for public-space occupation and the Local Police, led by Federico Alarcón, has spent more than seven years asking the central government’s provincial office, the Subdelegación del Gobierno, to authorise plain-clothes operations.
There is no established record that authorisation has been granted.
The council launched a campaign in 2023 about the €200 fines.
Warning signs are also displayed along the promenade, where unlicensed street trading repeatedly occupies public space during the busiest hours.
