Torrevieja council has awarded Sociedad Ibérica de Construcciones Eléctricas, S.A. (SICE) a four-year public lighting maintenance contract worth €3,022,515.72, including VAT.
The award, announced on Friday 23 October, is equivalent to €755,628.93 a year and covers the entire municipality.
The service includes public roads and green spaces, decorative lighting outside municipal buildings and distinctive lighting features owned by the council; decorative festive lighting is covered by a separate contract.
Round-the-clock cover and response times
The specifications require a standby service operating 24 hours a day throughout the year, with qualified staff, an elevated access vehicle, communications equipment, GPS and spare parts, plus permanent telephone cover.
The maximum time specified for attending an emergency is one hour, without prejudice to any shorter period committed to in the successful bid.
Examples of emergencies include fallen street lights or those at risk of falling, electrocution hazards and a lack of lighting in heavily used areas.
As a general rule, faults must be repaired within 48 hours of being located; if their nature makes that impossible, the company must explain why and the municipal service will set a deadline.
Where people or property are at risk, intervention must be immediate, with temporary repairs or the power supply disconnected if necessary.
The standby service will be reinforced with two teams for up to two months when required by the municipal service, at no extra cost; unless instructed otherwise, this will take place in July and August.
Inspections and conditional expansion in La Hoya
Maintenance includes night inspections of all lighting points three times a week on alternate days, with units found out of service replaced on the next working day.
Daytime inspections must cover all installations within four months, with weekly reports, while control centres must be inspected and cleaned at least once a year.
The contract includes maintaining remote management, monitoring operating hours and consumption, and checking electrical safety, with a minimum complement of eleven professionals and five vehicles.
It also provides for the addition of 1,083 lighting units in sector 20-La Hoya once the council formally takes them over and the corresponding contract modification is processed.
