Torrevieja Council has launched an €80,000 tender, including VAT, to draw up the comprehensive redevelopment project for Torreta Florida. The Local Government Board approved the documentation for commissioning this technical work on Friday 23 October.
The deadline will be four months from the day after the contract is formalised, to define and cost the future renewal of public spaces and infrastructure in sector 10-A of the La Torreta Partial Plan.
Procurement will follow a simplified open procedure, and the design will organise the works into three phases that can be contracted and carried out independently.
Streets and accessible pedestrian routes
Municipal technical reports describe deteriorating public spaces and pavements that, on many streets, are narrow and fall short of current accessibility requirements.
The document must specify the renewal of carriageways and pavements, the continuity of accessible pedestrian routes and the adaptation of pedestrian crossings, gradients and access points.
It will also analyse sewerage and drinking water networks to establish which elements require renewal, adaptation or replacement.
Drainage, lighting and utility networks
Drainage will be another component of the commission: Torreta Florida generally lacks a stormwater drainage network, apart from isolated interventions, and has a history of problems during heavy rainfall.
The project will examine public lighting requirements, including ducts, supports and light fittings, using energy efficiency criteria.
Telecommunications cables currently running along poles and facades will also be assessed, including the possibility of placing them underground where they interfere with pedestrian accessibility.
The documentation will address trees, street furniture, road markings and signs, and waste collection, alongside electricity, gas and irrigation network requirements, in coordination with their operators.
Area alongside the Vía Verde
The commission covers urban roads on both sides of the Vía Verde but excludes the former railway track bed, which has a separate project, and generally excludes green spaces outside this intervention.
The award criteria allocate up to 51 points to quality and 49 to the financial offer. The €80,000 is for drawing up the project, not the construction budget for the future works.
