Torrevieja’s PSOE has explained its vote against the 2027 municipal budget by criticising income forecasts, investment funding and rising debt.
Councillor David Villanueva argues that passing the €200 million mark does not guarantee good management and calls for accounts backed by realistic revenue.
Asset sales and investment
According to the Socialist councillor, estimates for five budget headings show a discrepancy exceeding €32.8 million: the urban land value increase tax, construction tax, utility companies’ levy, financing fund and asset disposals.
Villanueva particularly questions the €20.88 million forecast from property transactions, including the sale of protected housing which, he alleges, has not yet been built.
The PSOE warns that this funding could affect projects such as the redevelopment of Los Locos, the Habaneras Auditorium, the Alzheimer’s centre, the Museum of the Sea and Salt and La Plasa.
Criticism of borrowing
The councillor says a new loan exceeding €26.1 million would push outstanding municipal debt above €76 million by the end of 2027.
He also puts the total financial burden, including principal repayments and interest, at more than €86.4 million; these figures are part of the assessment presented by the Socialist group.
The party refuses to negotiate individual spending items because it considers the structure of the budget to be the problem, and advocates strengthening education, healthcare and social services.
Initial approval backed by three groups
The extraordinary council meeting on 2 November gave initial approval to the €200,198,787.49 budget, with votes from the PP, VOX and Sueña Torrevieja and opposition from the PSOE.
The council presents the accounts as balanced in income and expenditure, with €47,029,655.96 in investment and more resources for security, cleaning, green spaces and social care.
The decision is the initial approval of the 2027 budget, not its final adoption.
