Who must register, and what does the municipal register prove?

You must register if you normally live in Torrevieja; your entry on the municipal register proves your residence and address in the municipality.

Usual residence and the obligation to register

If you live in several municipalities, you must register in the one where you spend the most time each year.

This obligation also applies if you are a foreign national.

Registration on the municipal register does not prove legal residence in Spain.

Differences between initial registration, a change of address and a certificate

You apply for initial registration when you join Torrevieja’s municipal register.

If you are already registered and move within the municipality, you apply for a change of address.

To prove the details of your registration, you request a municipal registration certificate.

What identification and application form do you need?

You need to provide identification for everyone you are registering and submit the municipal application form with the required signatures.

Identity documents: an NIE is not a universal requirement

If you are a Spanish national, prepare your DNI identity card; if you are a foreign national, provide the valid identity document or passport appropriate to your circumstances, without assuming that you need an NIE to register.

Applicants’ details, previous place of residence and signatures

Include everyone registering on the application and state where they are coming from.

Attach identification for each person.

Check that all adult applicants have signed, even if you are submitting the documents yourself.

How do you prove your address?

You must provide documents for the property according to whether you own it, rent it or are joining an existing household registration record.

Documents for an owner-occupied home

If you own the home, prepare one of the alternatives accepted by the council: the title deed, an up-to-date extract from the Land Registry or the latest IBI property tax receipt.

Check that it allows the property to be identified.

Pay particular attention to the address before completing the form.

Documents for a rented home

If you rent, gather the complete current tenancy agreement, the latest proof of payment and a copy of the owner’s DNI identity card.

Also prepare the municipal documentation for the property and an electricity or water bill.

Check with the Census and Statistics department which proof of ownership you need to attach to the tenancy agreement, because the council’s list of documents retains an outdated reference to IBI.

Authorisation if people are already registered

If someone is already registered at the address, you need their authorisation to join the same household registration record.

Also attach their identity document.

Check that this authorisation refers to the address in your application.

What changes if children are included or you are applying on behalf of others?

You must add documents proving your authority to act on behalf of others and the relevant authorisations for the people included in your application.

Documents and authorisations for children under 18

To register children under 18, prepare the family record book and the authorisation signed by both parents or legal guardians, together with their identification documents.

If there has been a separation or divorce, provide the court order on care and custody.

If your family circumstances require another way of proving parentage or authority to act on someone’s behalf, ask the Census and Statistics department which documents apply.

Representing other adult applicants

If you are handling the procedure for other adults, gather each person’s authorisation and identity document.

Keep these documents together with the application.

Check that you have included everyone you represent.

How do you prepare and submit the application?

Prepare the municipal form and its supporting documents before accessing the registration procedure or visiting the municipal service.

Checking the documents and completing the municipal form

Use the appropriate municipal form for initial registration or a change of address.

Before submitting it:

  • Check the personal details and address.
  • Attach identification for all applicants.
  • Gather the supporting documents for the home.
  • Check the signatures and authorisations.

Keep a copy of everything you submit so that you can respond to any subsequent request.

Accessing procedure T00020 using Cl@ve

To begin accessing the electronic registration service, look for T00020, Application for Registration in the Municipality , among the Census and Statistics municipal forms.

The link takes you to a Cl@ve identification screen.

Have your electronic identification ready before entering and follow the instructions on the electronic portal.

What to check with the Census and Statistics department before visiting

Before travelling, check where the service is provided and which appointment system applies to the municipal register.

Also confirm how you must provide the documents.

If you rent or have family circumstances requiring specific documentation, explain your case so that you can check which supporting documents you need.

When must registration be updated or renewed?

You must update your address when you move and renew your registration every two years if you belong to the group of foreign nationals subject to this obligation.

Moving home within Torrevieja

If you move to another home within the municipality, apply for a change of address.

Use the relevant municipal form and provide proof of your new address.

Check that the change includes everyone moving with you.

Who must renew every two years?

You must renew every two years if you are a foreign national, do not hold long-term residence authorisation and fall outside the rules applying to the EU, the European Economic Area or countries to which those rules have been extended by agreement.

If you are an EU national, distinguish this renewal from the residence confirmation procedure.

Ask the Census and Statistics department which procedure applies to your circumstances and which documents you must submit.
