Guardamar del Segura has invited bids to lease five new, fully electric vehicles for its municipal services, with a budget of €223,027.20 including VAT and a contract lasting four years.

The arrangement is a lease without an option to purchase: the council will use the vehicles for the contracted period, but the agreement does not provide for acquiring ownership.

The fleet will be shared between five departments: three vans will go to Public Works, Environment and Sports, while two cars will be assigned to the Technical Office and Social Services.

The tender was published on 28 October on Spain’s Public Sector Procurement Platform.

Four years from delivery

The base budget before tax is €184,320. The 48-month term will begin on the day after the vehicle delivery certificate is signed.

The successful bidder will have a maximum of 90 days from the formalisation of the contract to supply all five vehicles, although it may offer a shorter delivery period.

The lease includes maintenance and insurance services, as well as providing the vehicles for the municipal departments to which they will be assigned.

Bids due by 12 November

Interested companies can submit proposals until 23:59 on 12 November, exclusively by electronic means through Spain’s Public Sector Procurement Platform.

The tender uses an open procedure, with price carrying the greatest weight in selecting the contractor: up to 70 points out of a possible 100.

Additional services can earn a further 15 points; a shorter delivery period, ten; and the charge for excess mileage, the remaining five.

Requirements for batteries

The contract requires the successful bidder to ensure environmentally sound management of lithium-ion batteries that fall out of use or suffer irreversible degradation during its term.

The tender does not provide for funding from the European Union and sets a final performance guarantee equivalent to 5% of the relevant amount.
