Torrevieja’s procurement committee has proposed awarding Continental Obras y Mantenimiento, S.L. the works for the Habaneras Auditorium, Calle Salero and the Varadero area for €9,649,944.81, including VAT.

The decision was taken at the meeting on Thursday 29 October and announced on Monday 2 November. It remains a proposal, subject to the steps required before a final award and formal signing of the contract.

The company received 92.20 points out of 100, the highest score among ten admitted bids. GRULOP followed with 91.5165 points, ahead of ORTIZ on 90.8043.

Four projects within one contract

The main intervention is the second phase of the Calle Salero, Habaneras Auditorium and complete Varadero project, designed by Paredes Pedrosa Arquitectos, S.L.P.

It covers completion of the auditorium, urban improvement works on Calle Salero, the planned intervention in the Varadero and preparation of the spaces associated with the wider complex.

The contract also brings together three complementary projects by INURBE Ingeniería, S.L., intended to provide the infrastructure needed for the facilities to operate.

One involves a double-circuit underground 20 kV medium-voltage line. Another provides an independent automated 20 kV switching centre with outdoor operation as part of the electrical infrastructure.

The fourth project updates the drinking water supply network and rainwater drainage system around the Museum of the Sea and the Habaneras Auditorium.

When the construction period starts

The overall construction period is 24 months, beginning when the formal site-setting-out inspection record is signed, rather than when the procurement decision is announced.

The bid also offers an additional 45 months of warranty beyond the year initially required, producing a total warranty period of 57 months.

Documents required before the final award

The proposed contractor must submit the required documents and lodge a final guarantee of €398,758.05 within ten working days of receiving the relevant request.

Once those administrative steps are completed, the process can move towards the final award and formal signing, both preceding the start of works. The committee’s proposal therefore does not mean construction has begun.
