The Segura River Basin Authority, CHS, has opened a one-month public consultation as part of the procedure to authorise reclaimed water production at Torrevieja’s municipal wastewater treatment plant.

The notice appears in Spain’s official state gazette, the BOE, on Wednesday 28 October and concerns application SPAR-0061/2023, submitted by Torrevieja Town Hall.

The water reuse system covered by the application is located across the municipalities of Torrevieja, San Miguel de Salinas, Algorfa and Orihuela, according to the notice.

A month to inspect the application

Interested parties may examine the documentation and submit any objections or comments they consider appropriate during the public consultation period established for this procedure.

The documents are published in the general public consultation section of the Segura River Basin Authority’s website; the authority is responsible for processing the authorisation.

The file can also be inspected in person, by prior appointment, at the Water Quality Department at Calle Acisclo Díaz, 5a, in Murcia, during public opening hours.

The consultation has been ordered under article 7.6 of the water reuse regulation approved by Royal Decree 1085/2024, dated 22 October.

Risk management and the compliance point

The submitted Reclaimed Water Risk Management Plan describes the proposed system for ensuring that reclaimed water is used and managed safely.

The compliance point identified in the file has ETRS89 coordinates X 701813 and Y 4205274; the notice also states that no declaration of public utility or imposition of an easement has been requested.

Water Commissioner Ana María Arenas López signed the notice in Murcia on 23 October; Wednesday’s publication announces the consultation rather than a favourable authorisation decision.

Background figures for the municipal plant

EPSAR’s technical record identifies AGAMED as the plant’s operator and records a treated volume of 8,105,976 cubic metres in 2025, serving a population equivalent of 163,550.

These are operating figures for the previous year, separate from the authorisation procedure now open for consultation, rather than a new volume approved through this notice.
