The Generalitat has authorised the construction of a floating solar plant on two irrigation reservoirs in Los Montesinos, promoted by Operativa 2000 SL with a construction budget of €748,248.06.

The project has received preliminary administrative and construction authorisations, although the developer must still meet the conditions imposed and obtain the relevant permits to carry out the works and bring the plant into service.

Panels on two existing reservoirs

The installation is planned for plot 167 in polygon 2 of the municipality, using two existing water reservoirs for the floating structures that will support the solar panels.

It will have 1,344 modules rated at 720 watts each, providing a combined photovoltaic capacity of 967.68 kilowatts peak and occupying an installation area of 5,598 square metres across both reservoirs.

Storage will be provided by two batteries with a combined power rating of 250 kilowatts and a total energy capacity of 554 kilowatt-hours, two different measurements within the energy system’s design.

The batteries will store some of the electricity generated by the panels for later use or export to the grid, within the technical conditions covered by the authorisation.

From a land-based proposal to a floating design

The application process began on 13 July 2021 with a proposal for a ground-mounted solar installation, but in October 2025 the company submitted a substantial change to move onto the reservoirs and incorporate storage.

The change required another public consultation and specialist reports, reducing the installation area from the 9,449 square metres initially envisaged to the approved project’s 5,598 square metres.

The authorisation is subject to environmental, landscape and safety measures, including respecting the protection zone along the CV-945 road and conditions governing access to the plant.

It also includes precautions to reduce impacts on wildlife and the surrounding environment, alongside battery-related measures to prevent accidental spills or fires.

The decision additionally approves a decommissioning and restoration plan valued at €20,749.13, which must be implemented when the plant’s activity ends.

That plan provides for removing panels, structures, batteries and other equipment, restoring affected land and retaining the existing reservoirs as part of the installation’s end-of-life obligations.
