The Valencian Generalitat has authorised construction of the FV Cuzco photovoltaic solar plant in Pilar de la Horadada, a project promoted by Huerto Solar Cuzco S. L. with a nominal capacity of 1.6 megawatts.

The decision published on 26 October in the Diari Oficial de la Generalitat Valenciana grants prior administrative approval and construction authorisation for the photovoltaic installation within the municipality.

Planned area and generating capacity

The planned photovoltaic modules have a combined capacity of 2.00736 megawatts peak, a measurement listed separately from the installation’s nominal capacity in the documentation accompanying the project.

The development covers 43,742 square metres, while the area occupied by solar panels accounts for 21,191 square metres, according to the municipal Environment report included in the administrative file.

Pilar de la Horadada council considered that the installation would not significantly alter the municipal landscape, as it would be located in a rural setting already substantially transformed by agricultural activity.

Conditions for carrying out the project

The approval process began in January 2023 and included a public consultation period during which two individuals and one legal entity submitted objections, which were answered during the administrative procedure.

The authorisation includes technical and environmental conditions that must be respected when carrying out the project, including measures to protect birds against the risks of collision and electrocution involving power lines.

It also sets requirements relating to existing infrastructure and the protection of the affected land, making the construction permission dependent on compliance with the conditions attached to the decision.

The project therefore has administrative approval for construction, but that step does not amount to the start of building work; implementation must also have any additional authorisations that prove necessary.

The scope of the decision covers both the installation of the plant and the plan for its subsequent dismantling and restoration of the affected land, alongside the conditions governing development of the facility.
