Spain’s Official State Gazette publishes an agreement on Monday, 2 November, between the State Secretariat for Security and Rojales Town Hall for the Local Police to join VioGén, the integrated monitoring system for cases of gender-based violence.
Signed on 22 October 2026, the agreement sets out the technical and policing cooperation needed for municipal officers working in this field to use the Interior Ministry’s system.
Shared information and risk assessment
VioGén brings together police, judicial and prison information to support the monitoring of victims, the coordination of protective measures and the assessment of the risk of further attacks.
The agreement provides for technical teams from the ministry and the town hall to study the connections required and adapt their respective IT systems, with each authority acting within its own responsibilities.
Rojales undertakes to train and provide specialist preparation for Local Police officers who deal with gender-based violence and to apply the relevant protocols for assessing and managing risk.
Municipal police work must follow the operational procedure agreed with the competent state police force in the area, without replacing the division of responsibilities between the authorities.
Authorised access and confidentiality
The town hall will request user authorisation through the system’s territorial administration and keep an up-to-date list of officers authorised to connect.
The Interior Ministry will establish security controls and an audit procedure governing the use of information; both parties accept confidentiality and data-protection obligations, with the duty of secrecy continuing after the agreement ends.
Authorised users will be able to consult, enter or update information relevant to protecting victims, in accordance with their territorial remit, their responsibilities and the agreed procedure.
A four-year term
The agreement entails no cost to either party and no transfer of resources between them, and provides for a monitoring committee with two Interior Ministry representatives and two from the town hall.
It takes effect upon registration in the state register of cooperation instruments and will last for four years, with a possible extension of up to four further years by unanimous agreement.
Publication of the document sets out these cooperation commitments, but does not in itself establish that municipal officers are already working with the application.
