Torrevieja mayor Eduardo Dolón and finance councillor Domingo Paredes presented the draft municipal budget for 2027 on Friday 23 October, setting out total spending of €200,198,787.49.
The proposal exceeds €200 million for the first time and represents a 6.64% increase on 2026, providing more funding for public services while continuing major municipal investment projects.
Policing, cleaning and social support
Staff spending in the Security and Public Order programme rises from €9,325,530 to €11,465,311.95, an increase of 22.95% intended to strengthen human resources for the Local Police.
Waste collection will receive €8,756,415 in current spending, street cleaning €15,479,332, and parks and gardens €8,162,620.
Staff spending in Primary Social Assistance rises to €3,982,238, while current transfers under the cooperation and non-governmental organisations programme reach €967,165.
The accounts consolidate municipal rent assistance for young people aged 18 to 35; the first application round is planned for November and will cover rent costs from 2026, subject to its eligibility requirements.
Schools and major town projects
The programme for nursery, primary and special education schools will receive €2,162,898 and includes an intention to develop a shade scheme for public school playgrounds.
Direct investment totals €47,029,655.96, up 1.81% on 2026, and is aimed mainly at previously announced projects at different stages of development.
Allocations planned for 2027 include €9,326,754 for the Museum of the Sea and Salt and its surroundings, €6,789,156 for the Alzheimer’s day centre and €5,694,264 for the Los Locos seafront promenade.
La Plasa is allocated €3,981,019, while a further €2 million is reserved for investments arising from the participatory budgeting process.
Planned funding and tax rates
The investment and capital transfers annex amounts to €47,560,314.04, with funding forecasts based on sales of municipal assets, borrowing and grants.
Paredes distinguished those forecasts from their actual use: including an asset sale or a loan in the budget does not mean that the transaction has taken place.
The draft maintains IBI property tax rates at 0.4% for urban properties, 0.3% for rural properties and 0.4% for properties with special characteristics.
